2013 Modest Upgrade Proposal for the Inner City

advocate4action supports A4 Simpson Architects proposals for a modest Upgrade for the Invercargill Inner City (which is better, quicker, and cheaper than the ICC approved Pocock Plan).

The modest Invercargill Inner City Upgrade proposal by A4 Simpson Architects:

  1. Provides a defined pedestrian friendly precinct bounded by Tay, Dee, Spey and 100 m east of Deveron Streets and encourages pedestrians to use Cambridge Place Arcade and the SIT Arcade.

  2. Encourages property owners to have verandas on all Inner City buildings to provide shelter from the rain and during earthquakes to reduce the risk of building materials falling on pedestrians.

  3. Changes Wachner place to allow vehicles access from lower Esk Street to drive into Dee Street and to provide short term parking for vehicles driving north on Dee Street, so people can use the toilets.

  4. Provides an outdoor square for community events within the Inner City.

  5. Provides more car parking close to the facilities people want to use.

The Pocock Design Inner City Revitalisation Master Plan endorsed recently by the majority of the Invercargill City Councillors, proposes many changes to the last upgrade (completed 12 years ago) for no obvious benefit and with large costs and significant disruption during the construction period.

Since the estimates were made public recently, there has been no public consultation. There were limited opportunities to consider the upgrade beforehand. Some people put coloured dots on plans to indicate the location of their interests but that is not consultation about any design options.
